NADRA Divorce Certificate in Pakistan

Divorce Registration Certificate (DRC): assistance with officially recording a Muslim divorce in Pakistan and obtaining the certificate issued by the competent local authority, whether the case involves Talaq, Khula or another Family Court decree.

NADRA Does Not Issue the Divorce Certificate Directly

The Divorce Registration Certificate is issued by the competent Union Council or other relevant local authority after the applicable registration process. NADRA supports the civil-registration ecosystem and identity/CRMS infrastructure, but the certificate should not be described as a certificate issued directly by NADRA. QR codes and other verification features vary by authority and certificate format.

How Talaq Registration Works

  1. Talaq is pronounced. Where a husband pronounces Talaq, section 7 of the Muslim Family Laws Ordinance 1961 requires him, as soon as may be after the pronouncement, to give written notice to the Chairman and supply a copy to the wife.
  2. Notice is received by the Chairman. The statutory 90-day period runs from the day the notice is delivered to the Chairman, not merely from the date of pronouncement.
  3. Arbitration Council process. The Chairman is required to constitute an Arbitration Council for reconciliation in accordance with the Ordinance.
  4. Effect and registration. Subject to the pregnancy provision in section 7, the Talaq does not become effective until expiry of 90 days from delivery of the notice to the Chairman. The local authority then completes the applicable divorce-registration and certificate formalities.

Khula and Other Court-Based Dissolution

Khula through the Family Court should not be confused with the separate statutory grounds for dissolution under the Dissolution of Muslim Marriages Act 1939. Depending on the case, a wife may seek Khula or rely on one or more statutory grounds for dissolution. After the decree, the subsequent registration and DRC procedure depends on the applicable local-authority process and the nature of the decree.
